Blarney Stoneworks   

Pat and Cathy Walsh started Blarney Stoneworks, Inc. in April, 2004.  The business has grown rapidly, recently moving from a 3,200 square-foot facility to a building that is more than 7,000 square feet.

DOING BUSINESS IN NORTH CAROLINA 

No matter where you plan to locate your new business in North Carolina, the Department of Commerce's Business ServiCenter is the place to start.  The Business ServiCenter provides guidance through the processes, permits and licenses, forms and other requirements for starting a business, as well as access to other helpful resources and services.

Starting and operating a business in Moore County requires licenses at both the County and municipal levels.


LICENSES AND REGISTRATION REQUIRED IN MOORE COUNTY

1- Privilege License: Only specific types of businesses are required to have a privilege license to operate in Moore County. These businesses include restaurants that serve alcohol and any businesses that sell or use motor oil (such as service stations). The cost for the license varies depending on the type of business. Contact: Heather Phillips in the Tax Collections Office, 910-947-6385.

2- Business Name Registration: the name of the business must be registered through the Moore County Register of Deeds Office, 910-947-6370.

3- Registration of Tangible Property: all tangible, income-generating property must be listed at the Moore County Tax Office.  Contact:  Tammy Nall at 910-947-2255.

4- Zoning Ordinances: Moore County has zoning ordinances that govern the physical locations where businesses can locate and operate. Contact the Moore County Planning and Inspections Office at 910-947-5010.

»  For all new business development, a site plan must be submitted to the Moore County Planning Department for review prior to obtaining a Zoning Permit or a Building Permit.

Building Permit for Comm. Alterations/Additions:

Southern Pines
Southern Pines requires completion of an application to operate a business within its town limits and extraterritorial jurisdiction (ETJ). The application fee varies depending on the type of business. Retail and wholesale businesses pay $25.00. Applications are at the Utilities Billing/Water & Sewer Department, 180 SW Broad Street in Southern Pines. Phone: 910-692-2206.

Southern Pines has zoning ordinances that govern the physical locations where businesses can locate and operate. Sign ordinances that dictate allowable signage are in effect also. Contact the Planning & Inspections Department at 910-692-4003.



Aberdeen
Aberdeen requires completion of an application to operate a business within its town limits and extraterritorial jurisdiction (ETJ). The application fee varies depending on the type of business. Retail and wholesale businesses pay $25.00/year. Manufacturing companies pay $100/year. Applications are available at Aberdeen’s Municipal Building, 115 N. Poplar Street, Aberdeen. Aberdeen has zoning ordinances that govern the physical locations where businesses can locate and operate. Sign ordinances that dictate allowable signage are in effect also. Contact the Planning & Inspections Department at 910-944-7024.



Pinehurst
The Village of Pinehurst currently does not require business licenses; however, for all businesses, there are zoning ordinances that govern the physical locations where businesses can locate and operate. Sign ordinances that dictate allowable signage are in effect also.  Contact the Planning & Inspections Department at 910-295-2581.



Carthage
Carthage requires completion of a license application to operate a business within its town limits.  Contact Town Hall at 910-947-2331.



Robbins
Robbins requires completion of a license application to operate a business within its town limits.  The Business License application may be downloaded by clicking here.



BUSINESS RESOURCES FOR STARTING OR GROWING A BUSINESS:
There are many resources available in Moore County to assist and support entrepreneurs and prospective small business owners. 

SMALL BUSINESS CENTER
The Small Business Center at Sandhills Community College in Pinehurst is an excellent resource for assistance in starting or operating a small business.  It is part of a statewide network of centers designed to support existing and prospective owners and employees of small businesses by providing seminars, references, and confidential consultations.  Most services are free.  The Center is also the place to start for assistance in creating a Business Plan.

Sandhills Community College (SCC) also offers an Entrepreneurship Program for potential and existing entrepreneurs to provide these students with the skills, experience and networks necessary to be successful business owners.  This curriculum necessitates working closely with SCC’s Small Business Center and community business leaders to provide the foundation for starting a business.

SMALL BUSINESS & TECHNOLOGY DEVELOPMENT CENTER
The Small Business & Technology Development Center (SBTDC) assists entrepreneurs and small to medium-sized businesses in North Carolina by providing such services as business counseling, government procurement, customized market research, and manufacturing & technology counseling.  The SBTDC also helps clients identify grants, loans and venture capital opportunities.  Most of its services are free of charge, and all services are confidential. The regional office in Fayetteville covers Moore County.

SCORE
Headquartered in Washington DC, SCORE (Service Corps of Retired Executives) is a non-profit association composed of experienced, business-savvy volunteers who offer free and confidential business counseling to entrepreneurs and small business owners.  SCORE provides its mentoring services one-on-one and through low-cost business workshops and seminars.

Spearheaded by Partners in Progress, Angels for Moore is an angel investor network that is the only one in the Sandhills area.  It is not a fund, but rather a network that brings accredited investors together with entrepreneurs and small to medium-sized businesses in need of capital.  Investors may be inside or outside of Moore County, but only projects starting or existing in or relocating to Moore County are considered.  The group has over 50 angels.
