Urban Progress Zone

 
The Town of Southern Pines has an Urban Progress Zone (UPZ), designated by the N.C. Department of Commerce, that offers the following enhanced Article 3J Credits to eligible companies locating within this Zone through December 31, 2008.
  1. Credit for Creating Jobs:  To qualify for this credit, a company must create at least 5 new full-time jobs.  In Moore County, the credit is $1,750 per job created, taken in equal installments over 4 years following the year when the jobs were created.


  2. Credit for Investing in Business Property:  This credit is equal to 7% of the cost of a company's capitalized tangible personal property placed into service.  It is taken in equal installments over 4 years, beginning the year after the property is first placed into service.

To qualify, a company must meet the same eligibility requirements specified for Article 3J Credits, except the wage standard test.  In a UPZ in a Tier 3 county like Moore County, the wage standard is the average weekly wage amount that is at least 90% of the lesser of a) the average wage for all insured private employers in the State; or b) the average wage for all insured private employers in the County.
