Economic Development Riders
Progress Energy offers a variety of rates for business and industry.  They also offer several economic development riders to qualified business customers to help reduce electric costs.

    Economic Development Rider (ED-9)
New business customers or existing customers expanding in North Carolina may qualify for discounted demand charges over a 5-year period.  Rider ED-9 applies to industries receiving service under the Large General Service or Large General Service – Time of Use schedules only, and is not available to businesses classified as Retail Trade or Public Administration.

To qualify for ED-9, an industry must:

    • Employ, after approval for service under this Rider, an additional seventy-five (75) full-time equivalent employees in Progress Energy’s service area; OR

    • Invest, after approval for service under this Rider, a minimum of $400,000 for the additional electricity used, and such investment must result in a net increase in full-time equivalent employees; and

    • Have a minimum demand of 1,000 kilowatts (kW) at one point of delivery; and

    • Agree to a minimum contract term of 5 years.

The amount of the discount received is calculated based on new load and an economic development credit determined by the number of months service has been provided under the Rider and a monthly load factor.

For more information about ED-9, read the entire rider at:  http://www.progress-energy.com/aboutenergy/rates/NC_Economic_Development.pdf.

    Economic Redevelopment Rider (ERD-5)
Businesses and industries who are receiving service under the Small General Service - Time of Use, Medium General Service, Large General Service, or Large General Service - Time of Use schedules may qualify under Economic Redevelopment Rider (ERD-5) for a discount of up to 50% on electricity used during a one-year period.  This rider is not available to businesses classified as Retail Trade or Public Administration.

To qualify for ERD-5, an industry must:
  • Locate or expand into a building that has been vacant for a minimum of sixty (60) days and that is currently served or has been previously served by Progress Energy; and

  • Add a minimum load of 500 kilowatts (kW) or more during the first year of occupancy; and

  • Employ, after approval for service under this Rider, an additional thirty-five (35) full-time equivalent employees in Progress Energy’s service area; OR
